ED has a strong and multicultural team of enthusiastic Timorese and international staff and volunteers (notably from Australia, Portugal and New Zealand) working together to help build better lives in Timor-Leste.

The Finance and Administration Manager will be a hands-on and participative manager who will lead and develop an internal team to support the following areas: finance, planning and budgeting, human resources, administration, and IT. The Finance and Administration Manager will work closely with other managers in the areas of Human Resources, Logistics and IT.
The Finance and Administration Manager will play a critical role in partnering with the senior leadership team in strategic decision making and operations as Empreza Di’ak continues to enhance its quality programming and build internal capacity.
The main tasks to be carried out include:
⦁ Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants accounting.
⦁ Coordinate and support the Finance Coordinator during the audit process.
⦁ Oversee annual budgeting and lead planning process in conjunction with the Director; administer and review all financial plans and budgets; monitor progress and changes and keep senior leadership team abreast of the organization’s financial status.
⦁ Manage organizational cash flow and forecasting.
⦁ Implement a robust contracts management and financial management/ reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
⦁ Update and implement all necessary business policies and accounting practices; improve the finance department’s overall policy and procedure manual.
⦁ Support training and mentoring of Empreza Di’ak staff on policies and procedures, donor regulations, new systems, and financial practices.
⦁ Oversee and manage daily accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, inventory, receivables, and payables on Quickbooks system, which includes supervising and supporting the work carried out by the Finance Coordinator/Officer.
⦁ Supervise the Finance Officer in monthly standard accounting submissions, including general ledger files, account reconciliations, expenditures by cost centre/project, as well as other required financial information in a timely and accurate manner, and analyse, where needed, with the Director.
⦁ Work with the Program Teams in the implementation of their projects, notably on budget control and monitoring, identifying and promoting synergies between projects and supporting the identification of donors and supporters.
⦁ Report internally to Management on finance, budget execution and any issues relevant to the fulfilment of ED’s mission.
⦁ Leading HR daily management, notably staff attendance, leave and related issues, and coordinate staff performance assessments and ensuring that officers and managers of each program provide input to the quarterly assessments.
⦁ Further develop Empreza Di’ak human resources and administration, enhancing professional development, compensation and benefits, performance evaluation, training and recruiting.
⦁ Ensure that recruiting processes are consistent and streamlined.
⦁ Establish and manage a comprehensive training program to educate employees regarding staff tools, policies and procedures.
⦁ Provide any other logistical and administrative support when required.
⦁ Supervise and support the Finance Officer in coordinating procurement activities, and managing office facilities, supplies and assets including maintenance of stock list.

⦁ Knowledge and experience in business planning and operations, finance, human resources and marketing
⦁ Demonstrated ability to learn on the fly, manage money, multitask and solve problems is essential. Interpersonal communication skills are key, especially when dealing with employees, suppliers, clients or customers
⦁ Qualification or substantial experience in business management, finance management, accounting, or similar field
⦁ Demonstrated capacity regarding problem solving and troubleshooting preferably in Timor-Leste
⦁ Experience working on several projects simultaneously (multitasking) and managing time effectively
⦁ Proficiency in computing skills and knowledge of backup platforms
⦁ Knowledge of Quickbooks accounting software
⦁ Willingness to learn and pro-active in your approach to working as a team
⦁ Ability to establish and maintain effective and friendly working relationships
⦁ Willingness to travel to remote areas for short periods of time
⦁ Excellent oral and written communication skills in English and working knowledge of Tetum

⦁ Experience working in a cross-cultural environment in a developing country
⦁ Ability to speak Portuguese or Indonesian
⦁ Experience in training and/or capacity building
⦁ A motorbike and/or a car license and willingness to tackle


⦁ Strong leadership skills and demonstrated ability to exercise initiative;
